With the tablets that have the charging problem try leaving the charger connected for at least 3-4 hours to see if the tablet "kick starts" into charging the battery again. If it does start to charge let it fully charge before disconnecting the charger and attempting to turn it on. Apologies if you have already tried this.
With regards to the tablet with the faulty digitizer (touchscreen) here is a link to the ifixit RCA Voyager II RCT6773W22 Disassembly guide which shows how to remove the digitizer.

While the above two links are not for your particular model variant they should be close enough to be relevant.
