I have an Asus Zenfone Max Pro M1 that I replaced when it's battery started expanding. Kept it somewhere and now it's completely dead. Can I turn it on using a usb cable and a pc to transfer data if I remove the battery? Is it possible to replace the battery (and charging board if needed) with one from Samsung Galaxy M21?

You need to have a charged battery in the phone for it to work.
You cannot use Samsung parts in an Asus phone as they are not compatible.
The best option is to search online for the correct battery for the Asus phone and install that in lieu of the original battery.
For the battery, search online for 0B200-02870200 to find suppliers that suit you best. (examples only)
If the replacement battery doesn't start charging and you suspect that there's a problem with the charge port board, search online for 90AX00T0-R10010 to find suppliers that suit you best. (examples only)
