I have 2 logic board one that is a 64gb network lock and a 16gb factory unlocked. Could I transfer the ic components(memory chip etc) from the network lock logic board to the next with it operating normally as a new 64gb factory unlocked board?

This type of Logic Board repair are extremely detailed & complicated to do. It will not be worth it for an older iPhone so we only recommend it for iPhone 5s upwards. If your phone is water damaged we do not recommend this repair to fix it. With water damaged phones multiple parts on the board can be damaged. We have a cleaning service for water damaged phones.
When you leave your phone in for a main board repair, we will test it first and then contact you back with our findings. The main board repair normally takes 2 to 3 weeks to complete.
