What if the on-off switch was working well, and when switched off, was unable to restart moments later?

Also, (unrelated), there appears to be something trapped inside the lens perhaps between the second or third elements from the front that diffuses the light if a light source is within the frame. Is there any way to remove it, or cause it to move to the edge of the frame? Moving or shaking the camera has no effect on it.
