I try everything (meaning clean the screen, take it out the case, and power it down and turn it back on) but the screen won't budge. I even hard reset the tablet and the screen still won't budge. I really don't know what to do with this problem.

Could you be a bit more descriptive? Maybe even some pictures? What do you mean budge? Are you saying there's no touch sensitivity? You can't make it do anything? Is there any display at all?

There's no touch sensitivity at all. You can see the the notification at the top of the screen, time passing by, the volume going up and down, and etc.
Ok, so you need a new digitizer. I don't believe ifixit has them, but you can probably buy one from eBay or Amazon. I would purchase them from the country you're in, so you can return them, if the part doesn't work. This is guessing you're doing the repair yourself. You may just want to take it to a repair shop
