Here's the [document|40426|troubleshooting] section from the sm-t505 (LTE version of your tablet) service manual, that may help, as I think that as far as the charging circuit is concerned that it would be the same as your model variant.
Go to ''Sect. 8-4-2. Charging'' on p.12 (of 29 pdf numbering) of the manual and follow the flowchart and check how far you get when following the paths.
On p.13 there are images showing the location of the components mentioned in the flowchart.
Unfortunately there's no parts list in the service manual so if a component is faulty it may be hard to find the correct replacement part.
