Have you tried starting the laptop in [https://support.hp.com/gb-en/document/ish_5000477-5000532-16|safe mode] to see if it starts faster?

Also try repairing the startup and check if that resolves the problem.

Use the link above and then scroll down to the section headed ''Enter Safe Mode from outside Windows'' and when you get to the ''Options'' menu, select ***''Startup Repair''*** and follow the prompts.
