Try starting in [https://www.verizon.com/support/knowledge-base-215228/|safe mode] and see if that works.
If it does then a ''downloaded'' app is the cause of the problem. The trick is to find out which one. You need to uninstall each ''downloaded'' app, one by one and test the phone in ''normal'' mode between each uninstall, until it works OK, when it does then the last downloaded app that was uninstalled was the culprit.
-If still no good try [https://www.t-mobile.com/support/devices/android/lg-v30v30-plus/wipe-cache-partition-lg-v30v30-plus|wiping the cache partition] and check
