Why can't I get through the setup menu on initial boot?

Hello everyone I have a Samsung galaxy tab 4 7.0 that I bought at a yard sale a few weeks ago. It charges, it turns on, but during the initial setup of the device I seem to be stuck on the connect to WiFi option. It won't let me sign in to my WiFi or to my gmail account. Idk what to do or try ill get more info when I can but as far as I know that has been the problem to why it was probably sold.

Try doing a hard reset in the boot-loader of the phone.

Hold down the Power button and turn your phone off.
Press and hold the Volume down and Power buttons simultaneously until the device turns on.
You can use Volume down to highlight Recovery mode and the Power button to select it.
