If the iPod is linked with your iCloud account to reset the password first put the device into recovery mode connect it to a computer with itunes with a usb to lighting cable you use for charging the device then power the device off pressing and holding the lock/power button and the home button at the same time untill you see the recovery screen appear. On iTunes on your computer once prompted enter your iCloud information and restore this will erase all data and factory restore your ipod. once the process is complete you can then restore from a backup in the set up menu.
If it's not your iCloud account unfortunately getting the photos off it is not possible as if it is to be restored in iTunes it will become activation locked and if you don't have any back ups you also can't get the photos off the device.
