won't turn on past the LG screen

Testo:

when I try to turn on the phone it only gets to the LG screen and plays the first few notes of the start up tune then it goes black and starts this all over again and again. I have to take out the battery to stop it. I have done a hard factory reset but it didn't help. I have charged the battery all the way also.
