Is my Note 3 with snowy / static screen economically repairable?

Please see photo attached of my Note 3. Is this a logic board issue or digitizer issue perhaps? Or maybe something else?

I had it in the shower room but the water damage stickers are not red. Maybe that was just a coincidence?

Any advice would be gratefully received.
