@stupac start by cleaning the lightning port and try a different cable as well. You must also make sure that you have the right charger and that the charger is working properly. If all that is okay, you may need to replace the lightning connector, follow this guide. While you are at it, replace the battery. Once you got all that accomplished, re-evaluate. Should it still do the same thing, you will have to take a closer look at the components on your logicboard. It is possible that your power management IC has failed or any of the components that make up your charging circuitry. Try the easy (relative) stuff first.

I did clean the port and did try a different cable. This did seem to make a difference at first. It indicated 11% charge. Then after an on and off sequence the charge went down to 8%. I may have damaged the charging port, or the IC chip and charging circuitry are all good possibilities. I don't know if the effort to fix those are worth the time and effort.

I think the iPad 4 is a pretty decent tablet and would at least give a new lightning port a chance. Thanks for accepting my answer.

You may be using an iPhone charger or an unofficial one. Generally, iPhone chargers are too slow for iPads because they do not provide enough power for the iPad to stay on and charger the battery. If you don't have one already, use an official Apple iPad charger because they are rated for a higher wattage and provide the necessary power. You can tell what type of charger it is via the small grey writing on the bottom of the charger which will generally say 'iPod Charger' or 'iPhone Charger'.

This does sound useful. I do have the original 12W iPad charger that came with my iPad. So, I tried a tooth pick to clean dirt or fuzz from the port. Then I plugged in a brand new Apple lightning cord. The iPad immediately went to 11% when it was at 1% and did not even turn on without being plugged in. But it has not changed since this initial plug in. It could be the port, a chip, or who knows. Not sure I will be able to solve this one. I did replace the battery (DIY) and it worked fine until the battery was completely drained. Without replacing more internal parts this may just be a lost cause.

Have you tried charging it while the iPad is completely off? As in holding down the power button and swiping into the off position? Also you may have bought a dodgy battery.

I have tried the completely off method and then a bit later turned on to see if there were any changes. The percentage went from 11% to 8%. I bought the battery from iFixit who I trust have a pretty good product. But that is possible.
