Check if switch is jammed or removed. If switch is damaged the flashlight will not function. If the switch is functional, continue reading.

The battery provided could be faulty, try operating flashlight after replacing with a new rechargeable battery. If flashlight still won't turn on, continue to next step.
Corrosion exists on the battery contacts.
Corrosion sometimes appears on the springs and contacts of the battery container. Corrosion can be treated and cleaned with vinegar and an old toothbrush.
Battery is not charging.
Battery will not hold a charge.
Use a battery checker or voltmeter to check if the AA battery is outputting the 1.2V it is rated for, if it is outputting less than 75% of rated value, it is time to change the battery.
There could be a disconnected wire between the solar panel and the battery preventing it from charging.
Check for corrosion on the battery contacts.

Faulty light bulbs.

If a battery is worn, the light could be dimmer than if you have a full strong battery. Try replacing the battery with a new battery and check the bulbs again.
