I figured it out. Turn out it wasn't launching the installer for some reason so I manually launched the installer at C:\SWSetup\SP103615\src\DCHU\HotKey_legacy and it installed just fine and the brightness works. Spent so much time on this for such a little problem.
Per saperne di piùTurns out it’s the video player that the website I was using that was causing the problem. If you tap to the side of the center of the screen to hide the video controls, the orange shows up. However, if you press play and pause in the corner and wait for the video controls to go away on their own instead of tapping the screen to have it go away, the orange disappears. Thanks to everyone that contributed. TLDR: Tap on the play pause button and wait for the media controls to go away on their own.
