This is a really common issue with the 4/4S's when they get wet. You may need to open the device and dry it out with a paper towel. Once you know that the device is completely dried you should check and see if any of the connections on the board have any corrosion. If the do try cleaning the connections gently with a toothbrush and some rubbing alcohol.

If you have tried this and it's still not charging you may need to replace the charging port and in rare case replacing the battery may also fix that issue.

The battery or charging port may be going out and that might be why it won't pull it out of the boot loop. I would try taking to a repair shop and see if a new battery or charging port gets it up and going. But be prepared for your information to already be gone though.
Per saperne di piùUnfortunately no. To replace the battery you must remove the back which will break the water resistance seal. You should also be careful because those back are very fragile and prone to breaking when coming up and if they don't break the paint likes to peal.
