Has it ever worked in the time you've owned the car? or has it broken recently? I ask because there was a recall for these cars about 15-20 years ago that the cruise control module could cause an engine fire. The fix wasn't immediately available, so the temporary solution for dealers was to just disconnect the cruise control. There's a chance yours could have been disconnected and never properly fixed afterwards.
