There may be two problems.
1). Water inlet valve problem
In regards to the dishwasher not indicating a problem with the inlet valve I wonder if there's a problem with the drain hose check valve and the water is siphoning back in from the drain. If it does that's maybe where the water is coming from. It may be enough so that it doesn't detect a problem with the inlet valve, not electrical anyway. Float switch is indicating level is OK perhaps??
You could try raising the drain hose "loop" higher than the dishwasher (or as high as possible) and check or disconnect (or remove) the drain hose from the house drain connection point and then raise the hose above the level of the dishwasher and pour some water down the hose and check if it gets into the dishwasher. Worth a look anyway.
2). Heater problem
If you haven't already got it here's the tech sheet for the dishwasher that may help as it has the wiring diagram strip circuit diagrams for most of the important functions.
