Garbage-picked Dell monitor has vertical bars on constantly. I’m pretty sure it has to do with the backlight. I’m not sure if I can do anything but replace the backlight and the LCD. Any other suggestions?

The backlights seem to be on full intensity so they seem to be working, but it should be a black screen with just the message showing which is the usual display with no signal input message. So maybe they’re on when they shouldn’t be on if you get what I mean
Check if you can view the monitor’s OSD menus OK.
Here’s what I think is the relevant troubleshooting section from the service manual, which may be a good place to start.
