My Apple Watch series 4 screen cracked unfortunately while washing my hands water fallen on force fully
on that time I just wiped & after 1 hour I put on charge but it won’t Turing on
then I shake my watch some water drops came out
I just put nearer to fan to dry completely
does it survive or completely dead

Ouch! Sadly once water gets inside its very difficult to fix. I think its time to get a new watch.

This fine morning it just booted up when I was put on charge
But now problem Is not charging it was stuck 1%
Yep! Its a sad puppy ;-{
Then what is the next step have to do ?
Do you have a recycler which you can drop it off so the battery and the other materials are properly recovered. Some even offer money! Sadly, not much.
I ask for repair guide

If you have the tools and think you know how to take it apart, try taking it apart by following iFixit’s guide found here: Sul riduzione batteria Apple Watch Series 4

(These guides are the furthest iFixit will tear down the watch, the tear down does disassemble it further, but it doesn’t show precise instructions)
After this, try cleaning off any corrosion you see with a clean toothbrush and isopropyl alcohol. If you don’t see any corrosion, lucky you. Mine had lots of corrosion everywhere.
While you’re in there you can also replace the battery if you want and make sure to replace the screen adhesive, also you might want to fix the screen as well. Keep in mind that the watch likely won’t ever be waterproof again, even with a new screen and adhesive, so be careful not to expose it to water.
If I were you I would take it apart to try to clean it, since you have nothing to lose if the screen is cracked and it won’t turn on. You will need a hobby knife (about $10) and a tripoint Y000 screwdriver (Tri-point Y000 Screwdriver
Buy a high quality tripoint screw driver, the cheap ones strip very easily.
Also, don’t worry about destroying the Force Touch sensor. In WatchOS 7 it’s completely disabled anyway.

I would still try to put it in a bag of uncooked rice for a couple of days.

Sorry guy this is an old urban legend!
Rice or any other decadent won't dry out your device! It's no better than placing a dry sponge on your device. Unless the wetness inside turns into a vapor it can't absorb it.
