How to fix a water damaged touch screen?

I have a third generation Ipod touch. However it recently got wet. I vacuumed the water out and set it in rice for about a week now. Everything seems to be working fine, I don't see any water damage marks on the screen, and my computer recognizes it when it is plugged in. It also will sync when I open Itunes. The problem is the touch screen is not working. I am not a very tech savvy person so I was wondering if there is any way to fix it without taking it apart or if someone could recommend a cheap place to get it fixed?
