Device will charge not not boot

The device has all the power LEDs off, but when it plugs in only the charging light lights up. I’ve tried replacing the motherboard and the battery. Any suggestions?

Does your device have an hdmi port ? If so have you tried to attach it to a TV to see if your display electronics may be the issue?
