phone will not turn on wont connect to pc black screen

phone black screen wont turn on . Tried pwr button and volume dwn and pwr and volume up and pwr and volume up and down . still wont do anything . bought new battery and nothing . I think it needs to be flashed but phone wont conect to pc because its off and wont turn on.
