I just updated to 10.3.2 Now the vibrator works at 1/4 speed. Just kind of a couple chugs. The vibrator is the same as the haptic engine, right?
Wondering if it was just a coincidence and I need to replace or if others have experienced this?

You can give this a shot. I know my dad's phone has the same thing, i think its part of the IOS 10 update to do this now.

I did all those things. I even reset the entire phone to factory via iTunes and restored afterwards. Prior to restore I check and it was still just grunting. Same after backup restore.
