The little fan inside the dust bin isn't spinning, so debris isn't being pulled all the way into the bin. I tried turning it manually, but it's stuck in place. Does anyone know how to fix this issue?

You have to teardown, clean everything in fan section, and check the engine. If it's anchor is stuck you have to replace the engine. Otherwise cleaning from litter will help.
