Although I'm not familiar with Samsung's laptops, from owning a couple of their phones, I've seen that the screen actually has two separate digitizers; a regular one for your finger and a different one for the S pen. It sounds like you've got a bad connection on the regular digitizer.
Since there are only two connectors for the display, obviously the digitizer has to be on one of them. I'd suggest opening the bottom of the laptop back up so you can unplug and reconnect both of those plugs. Wouldn't hurt to clean them off with some 90% or higher concentration isopropyl (rubbing) alcohol while you've got them out.
Those flat ribbon cables can get a little tricky to get back in right; just make sure they're inserted all the way into the socket and be sure to hold them in place while you flip down the locking latch. Visually verify that the white line is butted up against the connector and is even the whole length.
Once you've done all that, turn it back on again and check to see if the digitizer is working yet. If it is, great, you're done; button it up and call it a day. But if it still doesn't work, there's always a possibility you got a bad part; about the only way to determine that is to try another screen.
If you still have the old one and it's functional enough to verify the operation of the touch screen, then plug it back in (no need to fully install it) and see if the touch screen works on the original. If it does, you'll probably need to contact the vendor where you got the replacement about getting a warranty exchange. On the other hand, if the old screen doesn't work either then you'll want to take a very careful look at both of those connectors on the motherboard and see if there's any kind of damage on either one.
