Why the instruction light keep sparkling when I charge my dirt devil?

My dirt devil has worked well in the past few years, but recently after I put the charging line into the port, the instruction light just sparked and sparked. I've tried for many times or just put it there and wait, nothing happens. Therefore, I'd be appreciated if somebody could give me some advice, thanks!
