The Vac does not, Charge or link to the phone? what can I do?

Hi, The RoboVac 30C does not get charged (assuming), although the charging light is on, on the Vac and the Charger also seems to be working, the Vac does not work or connect to the Phone. When the power button is pressed the Vac makes the turn-on sound but does not move.
