Canon IR 3030 Issues With Paper Feeder 1

Hello all,

I've been working on a Canon IR 3030 for awhile and the issue started with "paper jam right door" but there didn't exist a jam. Well long story short I've narrowed the issue down to the Feeder Unit but can't solve the problem.

When starting up the printer it runs the gears and a clicking noise appears from the feed unit. Now I've tried cleaning sensors, changing out the solenoid, ECT but the clicking continues. From what I'm seeing the solenoid isn't retracting the metal blade from the gear section which creates the clicking.

Sooo I'm thinking it's an electrical problem, that the solenoid isn't getting correct or any voltage but this might not be the case. Not sure where to even start now.
