My 3DS stop charging after a few seconds

I am sure it is not fully charged, I can’t turn it on, and event with out sd card.it still does the same thing if I remove the battery, so I guess it could be problem with recognition battery, but I think the battery is fine because it was working properly a month ago, I played it till it is runout, and I just got the charger this week. and I don’t know what to do now.
