Why can’t my Playstation boot up on initial startup?

Whenever i try to start my ps4 normally it just shows pulsing blue Light on ps , even after i replaced my HDD with and SDD and reinstalled the software system it doesn’t boot up correctly.

Only Way i can get it to start is thru Safe mode and choosing the option 1 ( restarting ) and then it restarts and boots normal . After Booting up thru Safe mode i can Play games and everything completely normal but when i Shut it off and try to start it up normal it just doesn’t start.

I have opened and cleaned my ps and changed the thermal paste , knowing i have a BLOD replaced my HDD which has improved the situation i Had with ps but still doesn’t want to work as it should , now im hoping that its a simple fix as im aiming towards changing the PSU but i dont want to go any further with reballing/reflowing the APU.
