What is the blinking white input plug

I replaced the thermal paste on the laptop and I was safe and disconnected the battery once I put the battery back in the charge light came on and was blinking white

Here’s the LED codes from HP:

https://h30434.www3.hp.com/t5/Notebooks-...

So as you will see you have to count the blinks.

First column for the number of blinks.
Second column for location.
Third for component being checked
Fourth for error condition.
