Fans never turn on even under full CPU load

I noticed my CPU temps (idle and under light internet browsing and youtube) getting anywhere between 75-95c. I realized that the fan just never turns on, period. So I downloaded Mac Fan Control, which allowed me to manually activate fans with no problem, ruling out a bad fan. When I set fans to auto in mac fan control to observe how the computer operates under load, the rpm value on mac fan control went into the 2-3k rpm range, but the fans never actually activated. Just bought this Mac, and I need help.
