There is a fix for this. As there is a repair guide, you should be able to repair this issue, firstly, the touchscreen may be a bad connection to the motherboard, id advise you to first find a repair guide for the Galaxy TAB 4, secondly, once you feel confident, you then take off the back cover, find the touch/lcd connector, take the connector off, put it back on, if this doesn’t resolve your issue, then buy a new screen, put it on the frame. If this doesn’t fix this issue, then it needs board level repair, secondly, check the volume buttons, are they connected right?
