blinking folder with a question mark

I'm computer illiterate, my mom recenty bought an ibook from a yard sale, i turned it on and it just showed a blinking folder with a quesiton mark. Can you please tell me step by step what it is I should do? It didn't come with any cds, just a power adapter.

please help.

It can't find an operating system. It or may not have a hard drive. Call Apple and give them the serial number and get an original installation disk for $15
