Why is brush spinning on hard floor setting?

The brush on my Hoover windtunnel 2 rewind continues to spin even on the number 1 setting for Hard Floor. It also spins while locked in the upright position. It has been disassembled for repairs previous to this. Is there a switch or lever that may have been misaligned during reassembly?
