what I noticed with my radiator fans is that it would run constantly on high if the ambient air temp sensor isn't plugged in but if I plug it in the fans don't turn on not even during cold start. All of the relays and fuses are operating but can't find the issue.

I would take it to an AutoZone and get a free computer readout to try to isolate the problem.

@willx do the fans eventually turn on while you run the engine? What exact year and engine size is your Passat?
