Replaced motor on sky viper 2450 gps now it won’t take fly.

Replaced motor and still won’t fly. New replacement motor stays stuck on the ground. The other 3motors (not replaced) want to fly but not the 4th.

i have this same issue, but its a little different... the back left motor starts spinning as soon as i plug in the battery, but its just spins slowly and continuously no matter what i do. i think the issue is the circuit board(s)... here a link to a youtube video i made of what it looks like:
