How do I move my Windows 10 Bootcamp partition to a new drive?

I have a Windows 10 which I’ve already activated on a Bootcamp partition in my MacBook. I want to move this partition to a new SSD for my new PC, which I just finished building.

I don’t intend to move OSX to the new drive, just Windows. This way, I can use them inependently without having to purchase a new windows license.

My hypothesis is that I can use a USB-C to SATAIII adapter(to attach the new SSD), and clone the drive once booted into my Windows partition, but I’m not certain this will work. Any advice? I’d appreciate any input.

Not that simple! BootCamp's Windows Partition is a sub partition within the Mac File System.

I really think you're making this harder than it is. As long as you have a license key you can setup your second system with a full copy of MS Windows & re-install your apps, then You can transfer your Windows data over. Microsoft won't shut you down having both running as long as its not too long.

So basically, I should just use a flash drive installer, then use the same product key I used before?

Correct! Just do a fresh install on your other computer with the OS & Apps. Then copy off your created stuff (data). Once done delete the old install from your MacBook Pro so you can use the space for MacOS stuff.
