iPad air power issue

My iPad Air (A1474) has a power issue - it's showing no signs of life. The only clue I have as to the root of the problem is from my usb amp meter; Powered from a 1A power supply, I see the charging current rise very briefly (anywhere, upto 1 amp) before falling back to zero. This cylcle of current rise and fall continues no matter how long it's left charging. Different power sources produce the same results.

Having followed the steps in the Ifixit 'Ipad Troubleshooting' guide, I can only assume that the issue is either battery or logic board related (since it isn't recognized by my PC, i'm guessing a bad display would not be the issue, but as i'm a novice in Apple architecture, I could be wrong). Which is why I'm looking for an expert opinion the matter: What is the likely culprit?

The first thing to isolate is the battery. It's the easiest component to replace and the most likely to fail. Start by removing the old battery and measuring it's voltage with a multimeter. If the voltage is above 3.2V, the iPad should boot and failure to do so would indicate a logic board issue.

If you are seeing less than 3V, the battery is either fully discharged or dead. If a new battery doesn't solve the issue, then your problem is with the logic board.
