Apps on Tablet RCA Galileo

I have a RCA Tablet and Google Play is not working properly. At first it would not open so I set it so that unknown apps would be allowed to operate on the Tablet, then it won't allow Google play to download anything an error 963 kept appearing. How do I fix this.
