Hi.
The fan in your computer works automatically to cool down the internal components to prevent them from overheating. To slow down the fan, you need to cool down your computer. You can do this by putting less strain on your computer, by doing things like deleting unwanted programs, removing viruses, and limiting the amounts of processes running on your computer.
Here’s a guide:

Good research. I approve. (Not that my approval really matters)
It has nothing to do with any of that. From day one this laptop was as loud as a dustbuster. Gets worse if you have to charge and use it at the same time. The teardown mentioned something about the lack of noise dampening grommets. For what its worth I have tried everything like updating my drivers, bios, thermal management software, and playing with power performance settings in Dell Commander and the energy profile settings. Personally I think the fan quality is subpar and I’m not the only one that has complained about this especially those on the Dell help forums. Thanks.

I concur! Luckily this is a work laptop and some years later have a tech who's helpful enough to dig in to see if there's something that can be done to the fan/mounting arrangement to silence it. I'll keep you posted...
I suggest to install Dell Power Manager https://www.dell.com/support/contents/it... .
From there you can control how the laptop is cooled and fine tune performance.
