It looks like you're having a boot loop...
Is the computer plugged in while you boot it up?
Make sure that the power supply is giving and adequate amount of power for the computer.
If that's not it, does the computer still work with the original processor?
If it does work with the original processor, then the new one might have issues with it, return it, or exchange it.
If the old processor doesn't work, then something wrong in reassembly occurred.
