@teetopp is correct.
The google FRP Lock is a security program installed into all new android devices to protect from theft.
if the device is yours, run through the google account password reset to gain access to the device. you will then need to wait approximately 24-72 hours for it to finalize and allow you back into the phone.
if it is not your device, you can pay approxiately 20-30 USD to get the FRP lock removed. this procedure requires a remote access server from the unlock company, and only works with clean IMEIS. you will want to make sure the device is not blacklisted through swappa.com.
And the free method is done via info you can find online.
