I just replaced the hard drive on my phone it was working perfectly. I turned it off to replace with a new SIM card and now it wont turn on battery was fully charged when I shut it down.

Phones don't really have hard drives, did you replace the motherboard? Or what part exactly?
Plug the phone into the charger and see if you can get it into recovery mode using these steps:

Sorry mean't motherboard.
Tried suggestions on the link and the only thing that happened was on the second try the light for the camera suddenly came on then slowly faded out. Other than that no luck
