reboot does not work

Recently completed Ipad A1416 battery replacement. When charging unable to slide to unlock. Tried to reboot pressing home and on off at the same time as done previously many times before. This time the message - "Siri not available Connect to the internet"instead of rebooting.

Try "Power + Volume Down + Home". iOS 10 includes support for the iPhone 7. Because iPhone 7 has no physical home button, the home button functionality was changed to Volume Down. I think this has affected all devices now.
