replaced the battery. no problems. afterwards, though, as soon as the phone starts, says it can't enable touch ID. when i try to enable it in settings, i get an immediate failure. double tap also doesn't work to bring the screen down. otherwise phone working fine.

Paul, You may have to try a hard reset to completely wipe your iPhone and set it up like new, before doing this check the link below for common touch ID problems and fixes.

didnt work. immediately touch id failed.
Erasing your data is called a soft reset, not a hard reset. :)

Typically with a battery install you don't need to mess with the home button. If you removed the screen completely you might want to check the home button extension flex that connects to the logic board. Make sure it's seated properly. Also, verify that the extension flex connector and logic board connection look good...
Is force touch working?
Let's hope it's just a connection issue...

force touch works. took it to a ubreakifix store and tried replacing entire screen - didn't work. visually inspected the cables and motherboard - no damage.

Paul, probably something on the board is damaged because of corrosion or there could be a short circuit. Disassemble device, clean board of any corrosion, with magnifying glass also check all solder joints for being,poor, cracked, burnt.
