Worth Family no it will not. It will not move but should still start. Check for spark and check for fuel. Let us know if it turns over and what symptoms your mower has. The more detail you provide, the greater the likelihood of getting a good answer.
Will not start
1. Out of fuel.
Solution: Fill fuel tank.
2. Engine not "CHOKED" properly.
Solution: See "TO START ENGINE" in Operation section.
3. Engine flooded.
Solution: Wait several minutes before attempting to start.
4. Bad spark plug.
Solution: Replace spark plug.
5. Weak or dead battery.
Solution: Recharge or replace battery.
6. Dirty air filter.
Solution:. Clean/replace air filter.
7. Dirty fuel filter.
Solution:. Replace fuel filter.
8. Water in fuel.
Solution: Empty fuel tank and carburetor, refill tank with fresh gasoline and replace fuel filter.
9. Loose or damaged wiring.
Solution: Check all wiring.
You also want to check the seat switch etc. To make sure they are working ok. Download the operators manual from here.

My mower seems to have the same issue! I can drop the deck and it starts right up. Put the deck back on and the engine wont start. I have the belt on correct (v inside). It gives the impression when it try’s to start Raaaaaa the belt is not moving freely. I’m working on this alone I have no good way to watch it and keep the seat in contact. I have a fixed bracket for the pTO tensioner, and unsure it the tensioner is any good. I really feel this has something to do with the small idler pulley. The idler pulley bracket seem very loose maybe even bent. Any update on your tractor?
