Replaced front panel, touch not working

I just finished installing a new front panel to replace the broken one on my daughter's iPad Mini. Before sealing it up, I wanted to test it to make sure everything still works. After powering it on, the home button works fine, but I can't swipe to unlock the iPad.

The fact that the home button is working suggests that the digitizer cable is properly connected, so why isn't the touch screen working?

Also, is there a film that should be removed from the back of the new glass? There was one on the front of the glass.

1. Do a reset holding down the home button then push the power button hold both buttons until the apple icon comes back on, if it works great is not continue to troubleshoot. Open the iPad back up make sure the connector for the screen is properly snapped in. Check the connectors for any damage, if you were not wearing gloves during the repair clean the connectors with 91% alcohol. Maybe just connect the old screen to if the touch works on that old screen if it does you may have defective screen. Also make sure you are disconnecting the battery before doing any work to avoid blowing the backlight.
