Why can't I turn my device on?

The tablet has power.When I press the start button the logo appears but nothing else happens. I have tried holding start and volume up together but still nothing. Start and volume down gives a screen that asks if I want to do something or cancel. Neither instruction works. I am left with a tablet that says Samsung which is difficult to turn off and is now turning itself on.Help
